The Department of Employee Trust Funds administers benefit programs available through Wisconsin public employers. Most government employers in Wisconsin participate in W.R.S. W.R.S. employers may also elect to offer various insurance programs provided through E.T.F. Retirement benefits are based on both employee and employer contributions and are usually paid as an annuity payable to you for life.

A 403(b) plan is a tax-deferred retirement saving plan similar to a private company 401(k) plan. 403(b) plans are available to governmental and public school employees. (The 403(b) designation refers to the section in the Internal Revenue Code.) Participating in the plan allows you to save for retirement on a tax-deferred basis. Contributions are voluntary, and you choose the amount based on your retirement goals. Your contributions are deducted from your paycheck before taxes, thereby reducing your taxable income, which may reduce the federal and state income tax you pay each year. Employees who do not qualify for F.M.L.A. will need to apply for Medical Leave. Federal: Employees qualify after a 12-month length of service and 1,250-hours-worked. State: Employees qualify after a 52-week length of service and 1,000-hours-worked.
