Tonia Carter is the Birth to 3 program manager for Marathon, Lincoln and Langlade Counties, a program that provides services to families and children that have a developmental disability or delay.  Tonia holds a Bachelor of Science Degree in Social Work, Public Health and Nutrition from the University of Minnesota, Twin Cities. Tonia began working in the Birth to 3 program in 2002 where she quickly found a passion for supporting families. Helping connect families to resources and services in their community and building relationships that foster a trusting environment is at the heart of the Birth to 3 program. In 2019, Tonia became the Manager of the tri-county program. Her professional interests shifted to leading the team in their respective roles, continuous program improvement, and making connections throughout the State of Wisconsin Birth to 3 programs.
