The first step to gaining employment is to apply for services through the Division of Vocational Rehabilitation (D.V.R.) Website.
We recommend that you start the D.V.R. application process when your student is a sophomore in high school.
You can complete the initial enrollment application online through the D.V.R. webpage or this paper application. Please talk with the student's I.E.P. case manager if you need a paper copy and cannot access a printer.
Once enrolled in D.V.R., your representative will identify services available based on your student's specific skills and barriers.

W.I.O.A. Young Adult Program - Forward Service Corporation
Did you know that there is an estimated 5.8 million "disconnected" youth in the U.S.? That means there are 5.8 million young adults who need help finding a job, getting a G.E.D., or enrolling in post-secondary training. The W.I.O.A. Youth Program is here to help! We know what it takes to get young people connected again, working, and finding a rewarding career pathway.
This service is mainly for students with less significant barriers; however, students can be co-enrolled in both programs (D.V.R. and WI.O.A.). Students interested in applying for this service do so through their I.E.P. case manager in the spring of their senior year, as the Career Planners cannot provide benefits until age 18.
The W.I.O.A. Career Planners provide;
- Career exploration, including job shadowing opportunities
- Employability skills training
- Application, resume, and interview preparation
- Leadership opportunities, including volunteering events in the community
- Funding for a G.E.D.
- Help connection to post-secondary training and short-term training
- Paid work experience opportunities, paid internships, and paid on-the-job training.
